The only way I could think of is that you would have to create a .dmg file to a separate Mac formatted drive first. Then copy the completed .dmg to a Windows formatted drive. Test thoroughly to make sure you can read the disk image back from the Windows drive in OS X before erasing the MacBook Air's drive.

First, I want to mention that whether you buy Macbook Pro or Air the software bundle that comes with them is absolutely the same. The improved retouch tool in Photos requires MacBook Pro (15-inch and 16-inch models) introduced in 2016 or later, MacBook Pro (13-inch models) introduced in 2020, MacBook Air introduced in 2020, iMac (Retina 5K models) introduced in 2014 or later, iMac (Retina 4K models) introduced in 2017 or later, iMac Pro (all models), Mac mini introduced.
Note that if you're purchasing an new Mac, you will not be able to just restore the disk image. The new Mac will then not have its correct hardware drivers. So what you really need to back up, more than anything else, is your personal data. Without third party software installed, you cannot write to NTFS. It must be FAT32, or exFAT. But your best option is to use a Mac formatted external drive. With a MacBook Air, I think your only option is a USB connection.
